Elizabeth_HarperDr. Elizabeth P. (Beth) Harper is Associate Vice President for Student Services and Enrollment Management at Northern Virginia Community College with responsibility for the central records office, financial aid, international student services, disability support services, military outreach and support services, and student behavior and mental health issues. She also teaches graduate courses in educational leadership, foundations, and policy at the University of Virginia’s Northern Virginia Center. Before coming to NOVA, Dr. Harper was Associate Dean of Admissions for Adult Programs at the University of Mary Washington where she served as a member of the core team that established a second campus for working adult students.

Dr. Harper has also worked in a variety of civilian and military nontraditional education settings in the United States and abroad as a teacher, counselor, and administrator. These include the School of Continuing and Professional Studies at the University of Virginia, the United States Department of Labor, Boston University, Temple University European Army Mission, the Army Continuing Education System, Barton County (KS) Community College, and Fall River (MA) Community College.

Dr. Harper’s research interests include issues in immigrant education, broadening access and equity for underserved populations, and the evolution of higher education opportunities for women. She holds a Ph.D. in higher education from the University of Virginia, an M.S. in adult and occupational education from Kansas State University, an M.A. in school psychology from the University of North Carolina, and a B.A. in psychology from Hollins College.
