This report outlines strategies for the State of Michigan to achieve goals essential to the health of the cities, metropolitan areas and the state as a whole. Of special note is the frequent mention of the importance of the immigrant population in the state. The report indicates that as the economic marketplace becomes increasingly global, those metropolitan areas that find ways to reduce immigrant “brain waste” in their economies will be best positioned to compete in domestic and foreign markets.
