Immigrants and WIOA Services: Comparison of Sociodemographic Characteristics of Native-and Foreign-Born Adults in the United States

MPI gives an overview of the characteristics of US- and foreign-born adults who could benefit from workforce training services and adult education under WIOA.  Recommendations include: ensuring that workforce training is available for foreign-born residents at all ranges of English ability and prioritizing services to out-of-school youth with basic skill needs; creating equitable postsecondary education for Limited English Proficiency (LEP) learners, especially learners with college degrees from their home countries, in order to avoid “brain waste;” and tailoring offerings and funding to provide targeted services to immigrants with specific educational goals, such as parents of young children, and learners preparing for citizenship.
