Jill_Casner-LottoJill Casner-Lotto, Director of the Community College Consortium, is a writer and research analyst with over 25 years’ experience in workforce development topics, including various human resources and labor-management issues. Her most recent work with Westchester Community College, Norwalk Community College and other partner organizations included a regional gaps and needs analysis on the employment and educational opportunities for working-age adults and young people with disabilities. As a research consultant for The Conference Board, a national, not-for-profit business research and membership organization, Ms. Casner-Lotto’s work has focused on the job readiness of new entrants to the workforce and on the baby boomer workforce in the nonprofit sector.

Previous to her consulting work with The Conference Board, she was senior vice president for policy studies at Work in America Institute, a nonprofit workplace research and membership organization which operated from 1975 to 2003 and focused on labor-management partnership, productivity improvement, and quality of working life. Ms. Casner-Lotto has directed numerous research projects and authored or co-authored policy studies on such topics as work-life effectiveness, job-linked literacy, training for new technology, flexible work schedules, high-performance workplaces, and labor-management relations. She studied Russian at Goucher College and holds a Bachelors degree in Social Sciences from Johns Hopkins University and a Masters degree in Journalism from Northwestern University.
